President Ziaur Rahman Biruttam formulated the following revolutionary 19-point program for the political-socio-economic development of the country. The program was presented before the nation on April 30, 1977. ———
1. To protect the independence, integrity and sovereignty of the country.
2. The four principles of the constitution, namely, full faith and trust in Almighty Allah, democracy, nationalism and socialism of social and economic justice are reflected in all aspects of national life.
3. To build ourselves as a self-reliant nation by all means.
4. Ensure public participation in all levels of administration, development activities and law and order.
5. Strengthening the rural and national economy through agricultural development on the basis of highest priority. .
6. To make the country self-sufficient in food and to make sure that no one goes hungry.
7. To increase the production of cloth in the country and ensure supply of at least thick cloth for all. .
8. To make every possible effort to ensure that no citizen is left homeless.
9. To free the country from the curse of illiteracy.
10. To arrange minimum treatment for all the countrymen.
11. To establish the proper status of women in the society and to motivate the youth to form a nation by uniting the society.
12. Provide necessary incentives to the private sector for the economic development of the country.
13. To build healthy worker-owner relations in the interest of improving the condition of workers and increasing productivity.
14. Encouraging government employees to have a spirit of public service and nation building and to improve their financial condition.
15. Prevent population explosion.
16. To build friendship on the basis of equality with all foreign countries and to strengthen relations with Muslim countries.
17. Decentralization of administration and development system and strengthening of local government.
18. To establish a corruption free justice based social system.
19. To fully protect the rights of all citizens irrespective of religion, caste and creed and to strengthen national unity and solidarity.
